There are two possibilities with this guy. Either he was already working for Israel, in which case he's just being debriefed, or Israel wants information from him--in which case he's still being debriefed, and they are making every attempt to turn him--because that's how you build intelligence. And you don't turn people by making them suffer.

If he was moving to ukraine, his importance to the power plant was no big deal as he would have been replaced anyway. Maybe he knows where Shalit is.

I suspect there is more to the story. Israel is not likely to need information on electricity plants in Gaza. If this guy was already an Israeli agent, then his "death" would have been arranged, not an abduction. If they wanted to turn him, he would have been left in place and recruited during his daily routine. There is more to Abu Sisi than meets the eye.

Abu Sisi was appointed to his position when the Gaza Strip was still nominally controlled by Fatah, and managed to keep his position after the Hamas coup in which Fatah loyalists, if not thrown off of buildings, were at least sacked from their high level positions. His ability to hold his high position during both Fatah and Hamas "administrations" means it is likely that he has contacts and knowledge which go far beyond running a power plant. Either way, we won't know for sure until the Israelis act on whatever information they receive and, even then, we may be left only with conjecture.
